    The UAE — particularly Jebel Ali port in Dubai — handles large volumes of Egyptian fresh produce destined for UAE retail and re-export to other GCC markets. Documentation requirements are set by the UAE Ministry of Climate Change and Environment (MOCCAE) and enforced at port by Dubai Municipality and the relevant emirate authorities.

    Mandatory Documents

    **Commercial invoice.** Issued in English. Must include exporter details, importer/consignee details, full product description with HS code, net and gross weight per line item, unit price, and total value.

    **Packing list.** Carton count, dimensions, weights. Must reconcile exactly with the commercial invoice. A mismatch of even a few kilograms triggers a hold.

    **Bill of lading.** Or airway bill for air freight. The consignee must match the commercial invoice consignee exactly.

    **Certificate of origin.** Issued by the Egyptian Chamber of Commerce. The UAE accepts Egyptian certificates of origin under the Pan-Arab Free Trade Area (PAFTA) agreement, which can reduce or eliminate import duty.

    **Phytosanitary certificate.** Issued by Egypt's CAPQ. Must be in English and include a description of the consignment consistent with the commercial invoice.

    **Health certificate.** Issued by the relevant Egyptian competent authority, confirming the product is fit for human consumption.

    Restricted Items

    Some pesticide residues are prohibited in the UAE regardless of EU or Egyptian approval. For crops with high pesticide use (berries, green beans, peppers), pre-shipment lab analysis and a certificate of conformity from an accredited lab can prevent holds. The cost is small relative to a rejected container.

    Clearance Timeline

    Standard clearance at Jebel Ali for fresh produce with complete documentation runs 1 to 2 days. Holds for inspection or document queries can extend this to 4 to 6 days, which is significant for perishable products. Correct and complete documentation submitted before vessel arrival speeds the process considerably.

    For air freight via Dubai International, clearance can be same-day with pre-arrival documentation. For re-export programs that move from Dubai onward to Saudi Arabia or Kuwait, plan the documentation pack to satisfy both legs from the start.
